Hong Kong Chief Executive Outlines New Economic Development Measures

Hong Kong: In a significant move to bolster economic growth and enhance quality of life, John Lee, Chief Executive of the Hong Kong Special Administrative Region, has unveiled a comprehensive plan in his third Policy Address. The initiatives, detailed in his speech titled "Reform for Enhancing Development and Building Our Future Together," aim to create new impetus for economic development and improve citizens' livelihoods. According to Emirates News Agency, Lee's address highlighted several key areas for development, including the establishment of an international gold trading market, enhancement of high value-added maritime services, and the creation of a robust commodity trading ecosystem with internationally-accredited metal warehouses. These measures are expected to deepen economic reform and attract global business engagements to the region. Lee also discussed the formation of a working group focused on the development of the low-altitude economy, which pertains to economic activities conducted in air space below 1,000 meters. This innovative approach aims to explore new economic frontiers and utilize airspace resources effectively. Further, the Hong Kong Authorities are set to streamline procedures for companies aiming to list on the Hong Kong stock exchange. The Securities and Futures Commission, along with HKEX, will introduce specific measures to optimize the listing process, providing greater certainty on the time required for vetting applications and enhancing market efficiency. Additionally, the policy address included plans to develop the fixed income market infrastructure by establishing a central clearing system for renminbi-denominated bond repurchase transactions. This move is expected to strengthen Hong Kong's position in the global financial landscape. A major announcement was the establishment of a HK$10 billion Industry-Oriented Fund aimed at channeling market capital into sectors such as life and health technology, AI and robotics, semiconductors and smart devices, advanced materials, a nd new energy. This initiative underscores Hong Kong's commitment to fostering innovation and supporting cutting-edge industries. The address also touched on environmental initiatives, including subsidies for the taxi trade and franchised bus companies to purchase electric vehicles, and a subsidy scheme for trials of hydrogen fuel cell electric heavy vehicles. In the healthcare sector, Lee proposed accelerating the reform of the approval mechanism for drugs and medical devices, aiming to transform Hong Kong into an international hub for health and medical innovation.
