Dubai Finance and Digital Dubai Launch Jaywan Payment Network on DubaiPay

Dubai: Dubai Finance (DOF) and Digital Dubai (DDA) have announced the activation of Jaywan, the UAE's national payment network, on the DubaiPay platform. This development aims to expand payment options and support the implementation of the Dubai Cashless Strategy.

According to Emirates News Agency, Jaywan payment services are now available on DubaiPay following the successful completion of operational testing by DDA. This testing confirmed the platform's readiness to process Jaywan card transactions securely, efficiently, and reliably. The first government transaction using the network was completed through the Dubai Cares donation service, marking Jaywan's first use across government payment channels on DubaiPay.

Jaywan, operated by Al Etihad Payments, a subsidiary of the Central Bank of the UAE, is the UAE's national card payment scheme. It provides a secure and efficient national payment system for individuals, merchants, and financial institutions, supporting the localization of electronic payments. Jaywan cardholders can use their cards at point-of-sale terminals, ATMs, and e-commerce platforms.

Abdulrahman Saleh Al Saleh, Director-General of DOF, stated that activating Jaywan on DubaiPay marks an important milestone in developing Dubai's digital payments ecosystem. He emphasized the commitment to supporting national payment solutions and integrating them into government services, which aligns with Dubai's ambition to become a leading digital economy.

Hamad Obaid Al Mansoori, Director-General of DDA, highlighted that integrating Jaywan into DubaiPay represents a step towards developing shared digital infrastructure required for more integrated and efficient government services. He noted that the integration expands customer choice and improves the customer experience.

Matar Al Hemeiri, Chief Executive of the Digital Dubai Government Establishment, emphasized that the activation strengthens the readiness of Dubai's digital infrastructure to deliver more integrated customer experiences. He noted that digital payments are crucial for Dubai's digital lifestyle.

Ahmad Ali Meftah, Executive Director of the Central Accounts Sector at DOF, said integrating Jaywan strengthens interoperability between Dubai Government's digital financial infrastructure and the national payments ecosystem. Completing the first government transaction through Jaywan is seen as a practical step towards broader adoption across government services.

Amna Mohammed Lootah, Director of the Digital Payment Systems Regulatory Division at DOF, highlighted that enabling Jaywan on DubaiPay resulted from close collaboration among partners and stakeholders. She emphasized that expanding payment options provides greater flexibility for customers.

The activation of Jaywan on DubaiPay reflects cooperation between DOF, DDA, and other stakeholders to strengthen the UAE's national digital payments infrastructure. This effort is in line with the Dubai Cashless Strategy, which aims to increase the share of cashless transactions to 90 percent by the end of 2026, reinforcing Dubai's position in the digital economy.
