Dar es Salaam:The UAE, through its Ministry of Human Resources and Emiratisation (MoHRE), took part in the second 'Doha Dialogue' on labour mobility, held in Dar es Salaam, Tanzania, on October 5th and 6th, 2026. The event focused on advancing fair and sustainable labour mobility between Africa and GCC states, under the theme "From Commitment to Action."
According to Emirates News Agency, the dialogue was attended by Dr. Hussein Ali Mwinyi, President of Zanzibar, on behalf of Dr. Samia Suluhu Hassan, President of Tanzania. Representatives from 34 countries, including GCC, African, and Arab nations, participated along with delegates from organizations such as the African Union Commission, International Labour Organisation, Arab Labour Organisation, and International Organisation for Migration.
The UAE emphasized the Doha Dialogue's significance as a platform for both labour-sending and receiving countries to exchange expertise, address shared priorities, and develop solutions for improved labour mobility governance. The country showcased its approach, which includes a focus on skills development, workers' rights, technology, artificial intelligence, and international cooperation.
In addition, the UAE reported a significant increase in its private-sector workforce, which grew by over 101 percent in the last five years, and a 46 percent rise in the number of companies, indicating its appeal to international investors and talent. The UAE is also focusing on anticipating future labour market needs rather than just current demand, by launching AI-supported skills platforms like "UAE Skills," to align education and training with future job requirements.
The Doha Dialogue, building on initiatives like the Abu Dhabi Dialogue from 2008, aims to enhance cooperation between GCC and African countries and support the exchange of expertise and best practices to address labour mobility challenges.
