EU and US Forge Strategic Partnership on Critical Minerals

Washington dc: The EU and US have solidified their alliance with the signing of a Memorandum of Understanding (MoU) focused on a strategic partnership concerning critical minerals. This agreement, along with the EU-US Critical Minerals Action Plan, underscores the EU's initiative to enhance cooperation on critical raw materials.

According to Emirates News Agency, this partnership marks a significant effort in bolstering the resilience and diversification of supply chains against the backdrop of shared geopolitical and economic challenges. Commissioner for Trade and Economic Security Maros €š¬…¡¬‚¬¦¡¬‚¬Å¡¬¦¡¬‚¬Å¡¬€¦¡¬¦¡¬‚¬Å¡¬€¦¡¬€š¬¦¡¬¦¡¬‚¬Å¡¬€¦¡¬€š¬¦¡¬€š¬…¡¬¦¡¬¦¡¬‚¬Å¡¬€¦¡¬€š¬¦¡¬€š¬…¡¬¦¡¬€š¬…¡¬‚¬¦¡¬¦¡¬¦¡¬‚¬Å¡¬€¦¡¬€š¬¦¡¬€š¬…¡¬¦¡¬€š¬…¡¬‚¬¦¡¬¦¡¬€š¬…¡¬‚¬¦¡¬‚¬Å¡¬¦¡¬¦¡¬¦¡¬¦ efcovic and US Secretary of State Marco Rubio formalized the MoU in Washington DC, aiming to secure and sustain critical minerals supply chains. The pact outlines bilateral collaboration across the entire value chain, including exploration, extraction, processing, refining, recycling, and recovery. It also supports initiatives in innovation, investment, geological mapping, and measures related to supply and demand.

Furthermore, Commissioner €š¬…¡¬‚¬¦¡¬‚¬Å¡¬¦¡¬‚¬Å¡¬€¦¡¬¦¡¬‚¬Å¡¬€¦¡¬€š¬¦¡¬¦¡¬‚¬Å¡¬€¦¡¬€š¬¦¡¬€š¬…¡¬¦¡¬¦¡¬‚¬Å¡¬€¦¡¬€š¬¦¡¬€š¬…¡¬¦¡¬€š¬…¡¬‚¬¦¡¬¦¡¬¦¡¬‚¬Å¡¬€¦¡¬€š¬¦¡¬€š¬…¡¬¦¡¬€š¬…¡¬‚¬¦¡¬¦¡¬€š¬…¡¬‚¬¦¡¬‚¬Å¡¬¦¡¬¦¡¬¦¡¬¦ efcovic and US Trade Representative Jamieson Greer have introduced an Action Plan for Critical Minerals Supply Chain Resilience. This plan lays the foundation for a potential plurilateral trade initiative with global partners. The EU and US plan to collaborate on various trade policies and instruments to enhance coordinated international action, considering options such as border-adjusted price floors, standards-based markets, price gap subsidies, and offtake agreements.

Additionally, the partnership aims to establish common standards for mining, processing, and recycling, while promoting investment, joint research, and innovation. It also emphasizes stockpiling strategies and rapid response mechanisms to address supply disruptions. The EU and US intend to continue their work on critical minerals resilience through platforms like the G7 and the Forum on Resource Geostrategic Engagement (FORGE).

These initiatives build on commitments established during the Critical Minerals Ministerial meeting held in Washington DC on 4 February 2026, alongside Japan, and align with the Joint Statement of 21 August 2025 between the EU and the US, highlighting the anticipated closer cooperation in critical minerals.
