She added that voting will only be allowed for those who hold the original Kuwaiti nationality certificate or a replacement for a lost or damaged nationality certificate (to whom it may concern), explaining that the procedures for obtaining a replacement for a lost or damaged nationality certificate are the presence of the person concerned in person at the General Directorate of Nationality and Travel Documents (in Dajeej area). Noting that granting the To Whom It May Concern Certificate is issued on the morning of the election day, on the twenty-second of this May, from eight in the morning until eight in the evening, and that it is used only on election day only.
