The royal initiatives focused on completing the effort in the process of implementing the visions of the National Human Rights Plan 2016-2025, which are all projects to modernize the Jordanian state, establish the principles of justice, the rule of law, equality of opportunity, and the values of the Jordanian state in moderation, tolerance, freedom, and dignity, and make a qualitative leap in parliamentary and party life befitting Jordanians and Jordanians, leading to the strengthening of parliamentary and party life, focusing efforts on empowering women and youth, and exploring ways to encourage their participation in public lif
e.

Recognizing the need to develop and strengthen the human rights system, national efforts continue to activate the work of the comprehensive national human rights plan by developing national policies and practices for the protection and promotion of human rights and fundamental freedoms, following a participatory approach that guarantees the representation of all segments of society and ensures the integration of national efforts.

The national policies also aim to consolidate the national achievements achieved, enhance them to reach the best practices, build individual and institutional capacities in public institutions concerned with human rights, and support the role played by national institutions and civil society organizations working in this field.

During the stages of preparing the report, the government conducted extensive consultations with all authorities and stakeholders, including civil society organizations and their alliances, representatives of the media, journalists, academics, trade unio
nists, youth, the women’s sector, and people with disabilities. These consultations were held in all regions of the Kingdom (North, Center, and South).

The number of dialogue sessions reached 13 sessions with the participation of more than 1,700 stakeholders, resulting in recommendations from stakeholders that were taken into account during the preparation and writing of the report.

Jordan also worked to follow up on the recommendations issued by the third UPR report for 2018, and submitted the official response to 149 recommendations that the government accepted out of 236 received from 96 countries, after they were published and circulated to all national stakeholders and reflected into achievements and included in an illustrative manner in the fourth national report for this year.
