Dubai Municipality and Dulsco Group, a leader in environmental solutions, signed a Memorandum of Understanding (MoU) at the 29th UN Climate Change Conference (COP28) to manage the waste generated during the conference.

The partnership, formalised through the MoU, is part of a broader strategy to bolster sustainable waste management and facilitate Dubai’s shift towards a circular economy to achieve UAE Net Zero by 2050 strategy initiative.

The MoU focuses on all the waste collection and transportation for COP28, aiming to divert 90 percent of waste collected under the partnership away from landfill. Dubai Municipality and Dulsco Group will be managing 30 tonnes of waste daily, 35 percent of which will be recycled, and 55 percent converted into power.

Dawoud Al Hajri, Director-General of Dubai Municipality, emphasised that strategic partnerships in sustainability have contributed significantly to pioneering environmental-friendly practices and waste management strategy.

Al Hajri said, ‘This partnership exe
mplifies the powerful potential of collaboration between the public and private sectors, which is critical to building a sustainable economy that aligns with the UAE’s broader objectives. It represents our strategy to facilitate the funding and effective implementation of sustainable infrastructure projects, in line with the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai.’

He added, ‘Our partnership with Dulsco Group reflects our ongoing commitment to enhancing sustainability in Dubai. By using waste as a source of energy, we are supporting the country’s net-zero targets by 2050.’

Under the agreement, Dubai Municipality and Dulsco Group will adopt a coordinated approach for that includes the effective collection, transportation, and conversion of waste generated at COP28.

Dulsco Group will be responsible for processing waste, and converting it into fertiliser to be used in the emirate’s farms and green areas. It will provide special container
s to separate and collect recyclable waste, including plastics, papers, and other materials, as well as ensure their transportation to recycling facilities.

We will work with a number of treatment facilities including Dulsco Environment’s Material Recovery Facility as well as utilise Dubai Municipality’s waste-to-energy plant and on-site organic waste composters to maximise waste diversion from landfill. This transformative
initiative not only showcases our shared commitment to environmental stewardship but also highlights our collective dedication to innovation and sustainability, paving the way for a greener and more resilient future.”

The MoU signing is part of a series of agreements and initiatives that Dubai Municipality is announcing at COP28 in its role as a Strategic Pathway Partner. Representatives from more than 1,000 municipalities and cities are attending COP28. The event provides a global platform for Dubai Municipality to showcase its leading model for urban planning to an international audience.
