Adelino Afonso Fernandes Rosa Cardoso. Minister of Infrastructure, Natural Resources and Environment of Sao Tome, called on the countries participating in COP28 to develop a unified mechanism on the ‘just transition’ and adherence to international pledges, stressing the importance of financial support for island states in particular and developing southern countries in general to address climate change and mitigate its repercussions.

In a statement to the Emirates News Agency (WAM) during his participation in the COP28 World Climate Action Summit, Cardoso said that his country is one of the first countries most vulnerable to climate change and environmental disasters as it is an island state, stressing that his country is not one of the emitters of harmful carbon.

He added that it is the duty of developed countries to commit themselves to international pledges to preserve the environment, reach zero carbon, address the problems resulting from global warming, and identify the needs related to adaptation to
climate change.

At COP28 in Dubai, 25 ministers from developing countries signed the COP28 UAE Declaration on a Global Climate Finance Framework and the establishment of a unified financing method for the United Nations Capital Development Fund.
